The Europe-China Clean Energy Centre (EC2) is a five-year cooperation project founded in 2010 by European Commission, Ministry of Commerce of China and National Energy Administration of China. Its main tasks are to promote an increased use of clean energy in China and to support the Chinese Government’s efforts to shape a more sustainable, environmental friendly and efficient energy sector through its activities of technology transfer, institutional advisory services, capacity building and dissemination. The scope of our business focuses on the areas of Clean coal, Renewable energy sources, Energy efficiency in energy consumption and Sustainable and efficient distribution systems. The Office is based in Beijing.

The project is looking for the following four positions:

1. Administration and Human Resources Division

Administration and Legal Affairs Officer

Job Description

Under the direct guidance and supervision of Division Head, the holder of this position will be responsible for all the administrative, legal, financial issues related to EC2 day-by-day activities.

Duties and responsibilities:

• Assist the head of division for daily office operations

• Fully follow the EU procurement procedure for selection of the suppliers and manage the contract including the staff travel arrangement

• Manage the fixed assets and its register

• Manage the office financial issues and provide the advisory guidance to the staff with the exact budget lines for staff’s reimbursement.

• Any other task assigned by the head of division

Qualifications:

• Master level education in Law, Business Administration, Economics, or equivalent.

• Excellent Chinese and English language skills, both spoken and written.

• Excellent computer literacy.

Professional experience:

• 5-7 years professional experience in project management.

• Acquainted with both EU and Chinese legal systems.

• Experience in similar projects will be considered as an added value.

• At least two references from the previous employers are required.

2. Advisory and Training Division

PROJECT OFFICER

Job description

Supervised by Division Head, holder of this position will be responsible for monitoring activities of maintaining and updating of a clean energy policy knowledge base and related advisory services for policy makers, as well as in organizing EC2 capacity building activities, which links to activities for promotion of technology transfer cooperation project between EU and China.

Duties and responsibilities:

• Analyzing the current policies, incentives and measures on clean energy and their gaps for promotion of clean technologies;

• Supervising the activities for policy modeling and scenarios analysis;

• Advisory report drafting and peer-reviewing of report written by internal/external experts;

• Establishing the policy advisory service, and supporting and monitoring its outputs;

• Seeking the initiatives of capacity building on clean energy, organizing event for capacity building, including but not limited in identifying objectives, topics, target groups, invitation of Speakers, event output reporting etc.;

• Assisting Head of Division in all activities for the creation and updating of clean energy policy/technology databases and advisory services, and other activities assigned by the Head, such as seeking the opportunity for technology transfer, Identify the potential cooperation project between EU & China.

Qualifications:

• Master degree or above in energy technology, energy economics, environmental economics or equivalent; PhD degree is desirable;

• Excellent in English language skills, both spoken and written;

• Excellent computer literacy;

• Convinced experience in a multi-culture working environment, and team player.

Professional experience:

• 5-7 years professional experience in policy studies, technology transfer and/or international R/D cooperation in energy sector.

• Experience in similar projects and in organizing training activities, or convincing equivalency will be considered as added value.

• At least two references from the previous employers are required.

3. Information, Promotion and Communication Division

OPERATIONAL OFFICER IN COMMUNICATION

Job description

Under the direct guidance and supervision and as part of the IPC division team, the holder of this position will be responsible for delivering EC2 communication, promotion and dissemination actions, with a particular focus on preparing and delivering awareness-raising activities (online/offline), manage EC2 membership program and support EC2 external communication. Cooperation and coordination with other EC2 divisions is needed.

Duties and responsibilities:

• Supervise and support offline dissemination activities (workshops, events, conferences, participation to exhibitions/fairs)

• Support organization and implementation the EC2 membership program

• Identify communications needs and develop external communications (including media communication) initiatives for the best acknowledgement of the EC2 strategy and awareness-raising of clean energy topics to general audience

• Prepare EC2 newsletter

• Provide Chinese language support to website content update, EC2 online networking tools in Chinese and other external communication support

• Any other task assigned by head of division

Qualifications:

• Master degree in Communication, marketing, Environmental Science, Social Science, Economics, or equivalent.

• Excellent knowledge of the use of means of communication and writing skills.

• Native in Chinese (with excellent level of English, both spoken and written.

• Excellent computer literacy and knowledge of design software.

Professional experience:

• 5-7 years professional experience in communication or marketing.

• Experience in Energy and/or international environmental cooperation and multi-cultural environment will be considered as added value.

• At least two references from the previous employers are required.

Co-director’s Secretary

Job description

The holder of this position will assist the co-directors in day-by-day office management.

Duties & Responsibilities

• Assist the co-directors to handle day-by-day office issues

• Prepare meeting materials and follow-up on action items resulted from meetings and other directives.

• Act as co-director’s point person in maintaining strategic internal and external relationships, including: management board members, partners, government agencies and business leaders

• Support co-directors on internal system related works.

o Arrange appointments and remind as necessary

o Travel arrangements – provide support for hotel, air and any other travel arrangements that are needed for co-directors

• Other secretarial duties: translation, recording of minutes, maintaining of up to date contact lists, compiling visitor schedules.

Qualifications

• University degree or above is required; Energy background is desirable.

• Excellent in English and Chinese language skills, both spoken and written.

• Excellent computer literacy, especially outlook skills.

• Ability in Chinese/English interpreting.

Professional experience

• At least 3 years previous professional experience in office management.

• Experience at international level will be considered as added value.
